Moving towards Results-based Management


The GM is introducing a results-based management (RBM) and results-based budgeting (RBB) system in 2007. 

While this is a process of necessary change, it impacts directly on how programmes are developed, budgets established, performance monitored and evaluated, and results are portrayed. It constitutes a major challenge for the GM in terms of planning and execution.

In order to facilitate this task, the GM has entered into a cooperation and cost-sharing agreement with the UN Capital Development Fund (UNCDF), based in
New York.

The GM has undertaken to report on RBM within the context of its next evaluation at COP.8 in 2007.
 
Congruent with the proposed RBM & RBB system, the GM requires predictable, sustainable financing in order to plan and budget for its interventions. 

To this end, the GM envisages an institutionalized structured approach in partnership with agencies interested in the GM and its advisory services on finance.

This approach will be in line with the bi-annual planning cycle of the Convention.
