The answer is simple: for a long time development partners have not done enough to support implementation of UNCCD - even though the GM has supported a number of countries to put in place the enabling conditions that are expected to trigger the flow of financial resources for UNCCD implementation.
Now the World Bank and other development partners have ultimately undertaken to take action to promote SLM in Sub-Saharan Africa.
The GM perceives TerrAfrica as having the potential to be a very powerful political and strategic tool for rallying support, and hence mobilizing substantial financial and other resources for implementation the UNCCD. This is what the GM has consistently advocated under the general theme of mainstreaming and partnership-building.
TerrAfrica, therefore, complements the efforts of the GM in promoting actions leading to the mobilization of resources for the implementation of the UNCCD.
At operational level, on the basis of its specific, consolidated experience, the GM will guide the implementation of selected TerrAfrica Business Plan activities, promoting consistent use of enhanced resource mobilization approaches and practices and fostering synergies between activities.
