Community Exchange & Training Programme (CETP)

The CETP Programme aims to enhance the resilience of rural populations living in drought and desertification-affected areas. 

It brings together local communities, governments, technical cooperation agencies and civil society organizations to exchange experiences and best practices for Sustainable Land Management (SLM), based on projects developed by the Community-based Organizations (CBOs) and Non-governmental Organizations (NGOs).
 
The GM has mobilized USD1.5 million from various partners to implement the CETP. Sources of funding include Norway (NORAD), Canada (CIDA), the World Bank and the International Fund for Agricultural Development (IFAD). 
 
These funds have been channelled to civil society organizations in Africa, Latin America and South Asia. In most cases, the recipient NGOs and CBOs mobilized co-financing for their projects in addition to contributing in kind.

Twenty-five projects targeting producer groups, women’s groups, community-mobilizers and cooperatives have been implemented to date, with the support of UNCCD institutions at country level. 

These projects promote local technology and knowledge, sustainable natural resource management practices, and alternative livelihoods in areas susceptible to land degradation.
 
In line with the recommendations of the CETP Evaluation (2005), the GM is now establishing strategic partnerships with organizations and institutions in the regions that can implement the CETP in collaboration with local CBOs and NGOs. 

The rationale for this approach is to provide more effective support to the groups and organizations executing the projects and to improve monitoring and assessment of activities.

By analyzing the results of the projects, drawing conclusions, distilling lessons learnt and channelling these into policy dialogue, the GM expects to generate relevant and palatable knowledge on resource mobilization experiences at local level and to highlight the links between ecosystems services,  SLM and poverty reduction.
  
  • Partnerships have been established with:

    the Global Environment Facility’s Small Grants Programme (GEF/SGP): this strategic partnership, established in February 2006, will support the CETP by channelling grants through the GEF/SGP’s implementing agency - UNDP - to the NGOs and CBOs executing the projects in various countries under the GEF’s land degradation focal area. In the initial phase, GM/GEF co-funded projects will explore trade-related incentive mechanisms - such as improved access to local and regional markets, increased trade in ecosystem goods and services, and payment for ecosystem services - in terms of their potential for generating eco-compatible investments at community level. The partnership provides the scope for the partners to explore additional themes of relevance to local investment in SLM; and
  • the Intergovernmental Authority on Development (IGAD), which is piloting a regional programme on local technologies in six East African countries.
