The Government of Eritrea in conjunction with the Global Mechanism (GM), the International Fund for Agricultural Development (IFAD), the Global Environmental Facility (GEF) Unit of IFAD, and other development partners co-organized a workshop to establish a Sustainable Land Management (SLM) Partnership Platform for Eritrea, in Asmara, on 29 May 2008.
The SLM Partnership Platform is envisioned as an innovative approach to providing clear opportunities for stakeholders to address SLM challenges and increase the alignment, harmonization and coordination of development assistance with Eritrea’s SLM priorities. It also seeks to increase investment flows by mainstreaming SLM into broader national development frameworks and donor cooperation strategies.
The workshop objectives were to agree on the platform’s implementation strategy and to create a framework under government leadership, within which partners could coordinate their SLM efforts.
Participants included key Government ministries, governors of the regional administrations multilateral development partners, community-based organizations, and the private sector.
The participants agreed to launch a national SLM task force to define implementation modalities for the platform. Moreover, development partners - including the GM, IFAD, the United Nations Development Programme (UNDP) and the Royal Norwegian Embassy, all declared their support.
The GM and IFAD are working in close coordination in Eritrea – just one of the joint initiatives being undertaken between the GM and its host organization and a unique opportunity to strengthen GM-IFAD relations both strategically and operationally.
In this context, the GM and IFAD have agreed to work together to identify potential sources of financing - particularly innovative financing sources that are extremely important for Eritrea, in view of the low level of Overseas Development Assistance (ODA) received for SLM-related issues. Other instruments and mechanisms that will be explored to increase support for Eritrea include foundations, financing mechanisms related to climate change adaptation and mitigation, and South-to-South cooperation. The two organizations are also looking to broker new and strategic partnerships to broaden the financing base for UNCCD/SLM and will play an advisory role in optimizing financing opportunities and in strengthening SLM partnerships.
