Outcomes of workshop on Designing Integrated Financing Strategies for Central Asian Countries

2 May, 2008

On the margins of the Central Asian Countries Initiative on Land Management (CACILM) 2nd Steering Committee meeting, held in Ashgabat, Turkmenistan, from 23-24 April, the GM organized a workshop to initiate the process for adapting the Designing Integrated Financing Strategies (DIFS) programme to the Central Asian Countries’ (CACs) context, with the support of the German Agency for Technical Cooperation (GTZ).

The DIFS initiative draws on the GM’s experience with regard to resource mobilization and mainstreaming of sustainable land management (SLM) into national planning processes and overarching development frameworks.

The workshop, held on 25 & 26 April, was an opportunity for participants, including UNCCD Focal Point Institutions and heads of the CACILM National Secretariats (full list of participants attached below), to discuss issues related to the preparation and implementation of the DIFS training programme as a means for mobilizing finance for the second phase of CACILM implementation.

Significant progress was made in enhancing the countries’ understanding of the relevance and value of an integrated financing strategy (IFS) and clarifying the procedures for its effective development, including the systematic identification and mobilization of a blend of financing from national, external and innovative sources to meet short-, medium- and long-term needs.

During the workshop, participants agreed on the necessary next steps and a tentative timeframe to prepare and implement the DIFS programme in Central Asia, namely through convening a subregional workshop for the CACILM Multi-country and National Secretariats, followed by 5 national workshops in each country over the 2008-2009 biennium.
