Training course: Public Financial Management in Agriculture

The Food and Agriculture Organization (FAO), in partnership with the Global Mechanism (GM), is organizing a training course for staff of the Rome-based United Nations agencies in Public Financial Management (PFM), on 17 and 18 October 2007.
The course is facilitated by Oxford Policy Management (OPM), a consultancy firm that provides policy and organizational advisory services. It will draw on OPM’s practical experience of supporting public expenditure management processes, including agriculture sector Public Expenditure Reviews (PERs).
The course will briefly revisit issues discussed at the December 2006 session, Public Expenditure Management in Agriculture, and examine in depth aspects relevant to the work of the Investment Centre Division (TCI), the GM and FAO. The training programme will seek to familiarize participants with PERs mainly through exercises and practical examples.
The objective of the course is to:
- enhance understanding of PERs in agriculture amongst staff, including their origins, key objectives, potential and limitations;
- clarify the role of PERs in relation to other expenditure analysis tools; and
- enable participants to design and evaluate PERs in agriculture and participate to a greater degree in their development.
The course will be held at FAO headquarters and is open to professional staff of the Rome-based UN Agencies.
