Financing mechanisms for sustainable forest management in the Congo Basin


As a committed member of the Congo Basin Forest Partnership (CBFP), the GM participated in the International Conference on Financing Mechanisms for Sustainable Management of the Congo Basin Forest Ecosystems, co-hosted by the African Development Bank Group (AfDB), the UK Department for International Development (DFID), and the Central African Forest Commission (COMIFAC), on 21 & 22 February, in Tunis. The main outcome of the conference was the adoption of the Tunis Declaration, on financing mechanisms for sustainable forest management (SFM) in the Congo Basin.

The conference provided an opportunity for the GM to raise awareness on sustainable land management (SLM) issues, including implementation of the UNCCD Subregional Action Plan (SRAP) partnership building in Central Africa and to discuss with participants priorities and potential partnerships to enhance UNCCD implementation in the subregion. The GM also participated in a session on sustainable financing mechanisms promoting sustainable forest management (SFM) in the Congo Basin, and made a statement on innovative and sustainable financing mechanisms, based on its expertise in this field.

Issues raised during the conference included the implementation of a convergence plan at sub-regional and national levels, governance in the region, how the COMIFAC funding mechanism functions and the World Bank’s and AfDB’s pilot system on incentives for reduction of emissions from deforestation and degradation (REDD). Based on these discussions, participants adopted the Tunis Declaration on financing mechanisms for sustainable forest management (SFM) in the Congo Basin.

The Declaration included a series of key decisions such as the commitment of Central African countries, bilateral and multilateral partners and CSOs to promoting SFM in the Congo Basin, and fostering the establishment of a sustainable funding mechanism for the implementation of the Convergence Plan of COMIFAC. AfDB agreed to catalyze new funds promoting SFM and support the implementation of a conservation and ecotourism development programme in the Congo Basin. Multilateral and bilateral partners also agreed to strengthen their coordination in the context of the CBFP.

Participants included: the former Canadian Prime Minister and co-chair of the Congo Basin Fund, Paul Martin; Nobel Peace Laureate and Honorary Congo Basin Ambassador, Wangari Maathai; Ministers and Officials of the Congo Basin region; international organizations; and officials from Canada, France, Germany, the United Kingdom and the United States.

In view of increasing collaboration with the Central African countries, the COMIFAC Secretariat, and the Economic Community of Central African States (ECCAS), the GM is preparing a cooperation programme to support resources mobilization for the implementation of the SRAP for Central Africa in the context of the CBFP.
