Civil Society Programme


What?

The GM works with civil society organizations (CSOs), including development and environment NGOs, farmers and producer organizations, advocacy groups and think-tanks, with the aim of mobilizing a range of resources for UNCCD implementation and sustainable land management (SLM). This is done by:

  • promoting the engagement of CSOs in policy processes related to land use at country and subregional levels; and
  • building partnerships to explore sources of finances and financial mechanisms that provide incentives for land users to invest in SLM practices.

Why?

CSOs were a driving force in the elaboration of the UNCCD and are recognized by Parties to the Convention in their capacity to support and represent marginalized dryland communities; advocate for integrated, cross-sectoral, and sustainable approaches to land management for rural development and poverty alleviation; and test and upscale mechanisms for promoting investments in SLM practices.

In the context of progressive harmonization between development cooperation agencies and their alignment to country development frameworks, it is increasingly important for farmers and pastoralists to have a voice and build political support to stimulate public and private investments in preventing and mitigating land degradation. 

How?

At the country level

The GM supports the development of integrated investment frameworks for SLM: a package of interventions implemented by multiple stakeholders at various levels in support of governments’ efforts to implement the UNCCD.  The GM works to promote the role of CSOs in this process, by supporting targeted assessments of their interests and capacities, fostering multi-stakeholder consultations, and undertaking strategic planning at the policy level.  The GM also facilitates partnerships to strengthen CSO’s coordination capacity, advocacy skills, and to raise awareness on the issues at stake and the options for financial resource mobilization.

At the local level

The GM explores and promotes market-based and other types of financing mechanisms that provide incentives and resources for land users to invest in SLM practices and increase their resilience to climate change.  On the basis of CSOs’ expertise and experience, the GM engages to develop, promote, test and upscale mechanisms as part of country investment frameworks, through partnerships, platforms, programmes and small grant schemes.

At the global level

Rural dryland populations and affected countries are often marginalized in decision-making and policy processes, resulting in low political support and inadequate financing for addressing land degradation.  The GM develops alliances and partnerships with CSOs active at international level to raise awareness and make the case for investing public and private resources in preventing and reversing land degradation, develop appropriate tools and mechanisms that provide incentives for land users to invest in sustainable practices, and advocate for SLM in drylands as a development imperative.
