In addition, given that the GM’s success depends on its ability to develop to secure investment in SLM for UNCCD implementation, the GM is developing special initiatives, that tie into regional programmes and are supported by GM’s strategic programmes.
These initiatives are packaged as “investment products” which are attractive to prospective donors and meaningful to country Parties.
Overview
The GM’s support at country and (sub)regional level is articulated within five regional programmes:
- The East & Southern Africa Programme (ESA)
- The West & Central Africa Programme (WCA)
- The North Africa Programme (NA)
- The Asia & Pacific Programme (AP) and
- The Latin America & the Caribbean Programme (LAC).

Support takes the form of advisory services and capacity-building initiatives generally of three to four years’ duration, oriented towards facilitating national resource mobilization efforts though one or more of the following:
Strengthening National Action Programmes (NAPs) and other UNCCD processes: the GM is committed to supporting the improvement of NAPs or related policy processes and integrating them into overarching development frameworks. Only when UNCCD objectives are aligned with national development priorities will they receive due attention in terms of resource allocation.
Supporting domestic approaches to financing Sustainable Land Management (SLM): as donor organizations and international finance institutions increasingly align their priorities with those of recipient countries, the GM is specializing in providing support to country Parties in developing and implementing national financing strategies in the context of domestic budget processes, international aid delivery and overarching development agendas. Assisting country Parties in the development and implementation of intergrated financing strategies will be the core business of the GM in the future.
Partnership-building: coordinated support from the GM’s Facilitation Committee members, increased cooperation with International Finance Institutions (IFIs), the Global Environment Facility (GEF) and bilateral organizations, are prerequisites for the GM’s successful engagement at all levels. The GM is fostering partnerships at national level in line with existing approaches to harmonization and alignment of the international community to national governmental and non-governmental institutions.
The GM will continue to be a partner in National Action Programmes (NAPs) and Sub-regional Action Programmes (SRAPs), as one of the frameworks for its activities, where these are the most effective way to maximize impact.
The GM also engages in policy processes that have a direct link to UNCCD implementation such as processes in rural development, agriculture and forestry - to name but few - in order to assist in the positioning of the UNCCD in the domestic development context.
